How to sell to the State of Texas
Texas splits the job in two: the Centralized Master Bidders List sends you bid invitations for the classes and items you choose, and the Electronic State Business Daily is the search engine for state contracts over $25,000.
Step 1: Get on the Centralized Master Bidders List
The Centralized Master Bidders List, or CMBL, is the state’s registration system for vendors. You enroll and choose the classes and items you sell, and state purchasing entities use the list to build mailing lists so the right vendors hear about the right purchases.
As with any commodity-code system, the classes and items you choose decide what you are invited to. Be specific about what you actually deliver.
Step 2: Search the ESBD
The Electronic State Business Daily, or ESBD, is described by the Comptroller as an online search engine that lists state contracts over $25,000. Registering on the CMBL does not replace checking it; use it to see what is open now, not only what you were invited to.
Step 3: Look at the veteran program if it applies
The Comptroller also runs the Veteran Heroes United in Business program, VetHUB, which covers certification of service-disabled veterans to help them win state contracts and subcontracts.
Fees and details to confirm
The Comptroller’s overview page does not list fees for the CMBL or the ESBD, so confirm current costs and requirements on the state site before you register.
What the state lists do not cover
The CMBL and ESBD are the state’s. Texas cities, counties, school districts and special districts post their own solicitations, and federal work is on SAM.gov. GovBidWire lists federal opportunities plus direct state and local feeds in 30+ states, with Texas among the deepest, so you can search them in one place.
