State bids are solicitations from state agencies, departments of transportation, health, administration, universities and similar buyers. They are posted on that state’s procurement system — Texas ESBD, Florida VIP, Georgia Procurement Registry, Virginia eVA, and dozens of others — not on SAM.gov. Rules, set-asides and submission portals differ by state.
